get the log, plot it in excel and you will know how much air flow vs boost you are getting.

Not many TD5’s have the Rev counter, l don’t think it was ever a standard fitting and to buy they are around £300

It really depends on what you use the car for.

It depends on what you do with the car.
If it's just driving around on tarmac, the 1.2 will make is easier. If you are doing a lot of towing, then maybe the stock ratio works out better.
