You could try to see if power is getting to the wiper motor using a voltmeter. If so, then it could be that the motor is stuck or broken.

Why not send them away to be galvanised, then etch prime and spray (with a rattle can) with Hammerite satin, in lots of colours. That way, they will last for years and years.
