Callipers are fairly easy to rebuild/repair, the pistons can become pitted and leak past the seals, the best way to check is to remove the pads and check around the pistons for fluid.

Osram Night breaker plus are a great bulb, but I would also consider upgrading to the Crystal Wipac bowls and that pairing seems to give the best legal light output.
