I disconnected the actuator from the mechanism and it still made the same whining/whirring sound intermittently. I've put a new actuator in now and it's working totally fine... so that rules out wirin ...

Yes it does take it to EURO6 (UK ULEZ compliant for now)

My reasons in rough order of priority were…
1. Less pollutants for my kids as I ferry them around

That’s what I’m thinking - I’m keen to improve safety where I can. But also can’t lose the side steps and the tree sliders would just be too high.
