If it is restricted by design, one reason could be to balance the coolant flow throughout the system. Removing the restriction would increase the flow over the oil cooler but reduce it somewhere else. ...

there can be a seal there, i tend to leave them out and let axle oil lubricate the bearings.

not all vintages had them there anyway. not all shafts have a flat for them to ...

Seems we have different valves between the 2.4 and 2.2. I haven't seen the component myself but seen reports on here that the 2.4 valve is serviceable.
