If it judges that cabin climate will be OK even without AC compressor running, so if it's hot or sunny outside stop/start is inhibited so that AC can function.

My recommendation is to put in a MDPE waterpipe and a Cat6 cable approved for outside already now, the price for those is small in comparison.
