FWIW and in my experience when the wipers do this its the motor which needs renewing. They just wear out.

I’d bet the spindles are seizing. Mine started this but has been fine since keeping them lubed.
They need doing now again actually.
Around this time of year over time the blade rubbers stick to the glass when dry weather sets in. Bugs, nectar and tree sap etc stick on the screen and harden and generally makes the wipers life harder.

I find 3 in 1 oil with small ‘dripper’ works well with a bit of tissue to save mess just below.
I’d try this first without going too far or too costly too fast. Diesels Lives Matter. ⛽️🛢️👨‍🔧🧰⚙️

I had this with mine, and it was seized spindles (well, a seized RH spindle) The motor would stall when the wipers got about half way across.
I took the dash apart and replaced the spindle, plus the drive cable as it was full of rusty water.

I found that the aftermarket rubber covers were not tight enough and only the OE ones were any good.

Those rubber caps aren’t readily available are they?
When I looked I couldn’t seem to find any IIRC Diesels Lives Matter. ⛽️🛢️👨‍🔧🧰⚙️

They are available but only aftermarket ones which l found to be not so good. You need to buy OE spindles and they come with the rubber boots.
The OE psrts are not that expensive so you may as well fit those.

I've used spray brake cleaner on the spindles, pulling the rubber caps back, these last 12 months to keep them moving till I get around to a full dash off motor replacement. Has worked well but the time has come grrrr Sold the much modified 110 2.8, in Oz
Brought the 90 home from Switzerland ...
