Wipers sticking
When operating the washers, the wipers start the upsweep and then get half way through the stroke and stick on the screen. The solution is to bang on the glass and the wipers move and then work OK, or get out and push the wipers.

When operating when raining, the wipers are ok (maybe the odd stumble as the screen dries)

Spindles, wiper boxes and linkage replaced a few years ago.

I was thinking maybe the motor could need a bit of more lubrication or replacing? 1999 Defender TD5 110

Irritating right... It is amazing how "un-smooth" glass is. So, before you go down the mechanical route grab a bottle of auto glum glass polish and give the windscreen a good going over. then give your wipers a check over and clean too or replace if necessary.

Could just be a cheap solution.

It is irritating. I will break out the scouring pad and then give the screen a good clean and the blades followed by autoglym 1999 Defender TD5 110

Be careful with the scouring pad, I have know windscreens to be written off by over-zealous application of scouring pads.

Ease back the rubber covers on the spindles and drip some lubricating oil down there. They're known for water getting in and seizing up.

Alternatively the motor, drive cable or wheelbox gears could be seizing or sticking for some reason. But it's worth trying the above before commencing the dash stripdown.

I tend to use a worn scouring pad - but cheers for the warning.
A combo of white vinegar and glass cleaner lifted the dirt off, with the assistance of a worn scouring pad. Wipers cleaned as well. 1999 Defender TD5 110

Cleaned the window last night and much cleaner and free from bugs.
Still sticking, so onwards to oiling the spindles.

It doesn't help with the delay in operating the washers, and the water arriving at the screen. I am sure sometimes the washer/wiper stalk does not operate the washers quick enough or it could be the motors Sad 1999 Defender TD5 110

Ok the delay in the washer fluid can be significantly helped by inserting a one way valve close to the washer jet. Lift up the ash tray and you can fit one through that without taking the dash top off. It is fiddly mind... The valve does a great job of slowing the rate at which the water between the jet and the pump recedes back down to the tank.

Cheers. Is there not a one way valve as standard? 1999 Defender TD5 110

Yes, it is under the n/s wing towards the bulkhead. It may well have stuck, though.
