I have the same foam blocks in my V8 Defender. They do not seem to do much other than perhaps keep cables in place or reduce noise, but I have no idea what they really do. They are held in place only by the pressure that is on the foam as it is pressed into the cavity.
On a separate subject, by chance have you take off that tray that the commercial unites have? Do you any pictures of the tray and of the underside skeleton to which it is mounted? Curious how that works as I was at one time thinking of converting my V8 to that set up to increase storage under the rear cover. |

It appears to be some sort of sound insulator:
LR046744 Insulator With 5 Seat Configuration <11180B 1 CPLA C2159-EB No idea where it fits though? Have you tried scanning the QR code? Jim |

They are fitted under the side panels.
Probably to stop the squeaks. |
