Turning on lights when cold
OK, going to try my best to explain this....

It did it a couple of times last winter, if it had been standing outside for a few days. But did it again tonight after sitting in pretty much a monsoon for a few hours.

It only does it when it's cold and just started, but I'll start it as normal, radio, heater, etc all turn on as normal. Then I'll turn the lights on, and there'll be a buzzer sound from somewhere behind the dash, the dashboard lights will light up as normal but the headlights will just light up dim and flicker for a few seconds, then come on as normal. And it's fine again.

The buzzer (the only thing I can think of that sounds remotely similar) sounds sort of like a quiet verson of the 'lights on' warning buzzer on a Mk3 Astra..... There's nothing that would make the noise accessory wise, which confuses me as the only warning sound I thought it made is the low fuel bong.

I don't think it could be water getting somewhere it shouldn't, as I the power washer in every nook and cranny every few weeks, and it's fine over the summer. Just seems to be when the weather is cold.

Any ideas?

not sure here BUT

I recall with my last one going into the work underground car park and getting a similar noise....

(now this is where my memory lets me down)

seem to recall it had something to do with the loss of radion reception (sounds strange I know) - dont know about the dim lights though.

It'll be the headlamp relay that needs replacing or it's making a bad contact in it's socket(common fault).
It's 'buzzing' instead of closing completely.
Try it on beam instead of dip and see if it still happens. (should be a different relay.)
Its only happening after a cold start because the battery voltage will have dropped slightly after the starter load.

Yep Laurie is right,

I had a similar problem some time ago: headlights flickering at the begining and take a time to start. Finally the ligths stop to work and the relay were replaced (pretty easy work).

Cheers Eduardo
