Try taking the plastic wheel nut cover off.

Swollen nuts, a common problem! The steel nut under the chrome cover rusts and causes the cover to swell. The only practical solution is to replace the affected nuts.

You will have to hammer a socket onto the existing swollen nut, or try a 28mm single hex socket this may fit and work (if your nuts are swollen enough).
As mentioned you will have to replace your swollen rusty nuts. |

Had that with the last 4 vehicles with alloys fitted. All LR products and always the same response from main dealers - TADTS. Nobody seems interested in solving the issue. Another benefit of swapping back to steels wheels - plain steel nuts
