To be fair if you are stripping it to get the cooler out, I would be changing the water pump.

Yes that's the Power steering pump, I've recently changed mine due to the same leak as yours.
I tried resealing the union to no avail

Yes take the fuel pump relay out, or the fuel pump will run in the tank and fill the bores up with diesel.
