This sounds very much like a fungal growth. The mycelium filaments are fluffy and white on several species.

Never removed one from there, but I normal heat up the plate with a hairdryer and then use thick dental floss between the plate and surface to prise it loose.

If you are not loosing coolant, then it would be possible for water to run into the exhaust end pipe.
Try putting a plastic bag over the end of the exhaust pipe when you park up.

May be a loose connection in the relay socket.
