Double cab folding rear seats?
I’ve unbolted the fixed side brackets to allow the seat backs to fold down. They lock back up on the seat levers just fine (any reason not to leave them with the permanent seat back bolts disconnected so they can be folded forward when needed?).

I cannot seem to get the seat base to fold forward as well- by pulling the fabric loop at the base. Will the bases fold forward on a double cab? If so, how do I do it?

Yes, they do fold. I did what you have done, years ago, to mine. I don't remember having to do anything other than unbolting the brackets at the top of the backs. With the backs folded flat, a good tug on the strap releases the base to allow the whole lot to tip forward. Perhaps yours are just stiff through lack of use.

Mine is a 2007 vehicle, but I'm not aware of any model year differences.

Thanks- I’ll keep trying! Something is not unlocking, do you know how the seat lock system works?
Why were the seat backs bolted permanently upright in the first place?

It's very hard to understand why they were bolted in the double-cab, there's really no merit in it.
