Due to an error in the assembly process, the occupant detection system (ODS) of the front passenger seat had not been installed on the seat cushion. As a result, no audible signal sounds and no warning symbol will appear on the instrument panel to warn the driver when the front passenger seat is occupied but the seat belt is not fastened. This may increase the risk of not having the seat belt fastened in the event of an accident, increasing the risk of injury.

The product does not comply with the requirements laid down in the Regulation on the approval and market surveillance of motor vehicles and their trailers, and of systems, components and separate technical units intended for such vehicles.

Seatbelt warning feels like a nanny state, than safety critical.

I’ve never found the occupant seatbelt warning changes my behaviour, I either need it on or off…but I see why they need to fit it Mike

Doesn't this relate to the passenger seat airbag and whether it arms or not, and so is safety critical.
