Brake servo vacuum pump gasket - wont seal !

Chaps,

I have a leaking gasket under the brake servo pump. Old gasket leaked with old pump. New OEM pump and gasket and the bloody thing is leaking again. You can actually see it bubble under the arm shaped part of the gasket.

The old one when I took it off had one of ( what I assume) are the blanking plugs they put in the oilways for transport....little black plastic cap....am I correct this is just for transport and it shouldnt have been in there ?

Any recommendations on how to seal this thing? Is there an improved gasket above OEM spec ? Use RTV sealant or not ?
