Agreed it's time to hit them hard. Get the Army in to knock them down and take them away for 6 months hard service - it would do wonders for them

I used to run Princes Trust "personal development programmes" for 16 -21 year olds desperate and on the dole in London, e.g prostitutes, rent boys, those on probation and those just at the bottom of the barrel of life. We could turn most around and get them set up in a job. They just needed to have a sense of achievement and responsibility.

The programme ran to give them NVQ's
a weeks outdoor residential
community project
community work placement.

It worked in most cases
