If you think it not the pins in the hinges try turning them by tightening the nut carefully. I think you will probably find it is the hinge pins. But rust treatment and working them should free them up or allow you to remove them. If they do move easy remove them and then you will be able to move the flap and see what is going on.

Definatly the hinge pins, the late pins seem prone to this. Be warned the nuts can snap off and also the bulkhead hinges are only spot welded on so cannot take much force with hammer and punch. One particularly horrible 2005 td5 I had I had to cut the flaps off and heat up the bulkhead hinges to remove the pins then respray the bulkhead top and fit new vent flaps.

At the risk of sounding ridiculous, I know that we do not get to use the vents very often in this country BUT you are remembering to move the lever over to the right before pushing it down

On a TD5 you pull the round knob then push down.

On my TD5 you have to move the lever to the right then down, like jeffersj said so I guess it might be year/model related on how you open them, if indeed you have them!
I recently had the flap on the LH side stick but that was due to it being closed for so long through the winter and the rubber/foam seal sticking to the flap. Gentle pressure eventually freed it. Replacing my seized flap hinge pins a few days ago with stainless. After trying several methods, the way that worked the best was as follows. Take the nuts off both ends and spray plenty of WD40 or similar on the bulkhead part of the hinge. Carefully put mole grips on the threaded ends and then slowly apply pressure up and down to hopefully break the rust hold. The bulkhead part is rolled so WD40 should start to get in once pressure is applied to start to open it up a bit. Doing this there will be no going back to put the nuts back on but it worked for me. Once the pin starts to move you can then remove one set of grips and slowly work it out. Good luck!!! 2003 Defender TD5 Hardtop (current - work in progress)

You can always save yourself some pain and just put a few drops of 3 in 1 once a year on each hinge, saves them seizing and having to be replaced. Moving parts require lubrication
