Slightly hard to tell from the photos, but aren't those screws where the bulkhead to chassis bracket is? Maybe machine screws were used to keep a low profile in the footwell?
Can't help on the double skinned thing. It does sound like a bodged repair though. "Rust on my truck." I know just how you feel. It's why I replaced with a galvanised bulkhead eventually. Been searching all night and think it’s original metal. The second outer skin on the passenger footwell has rotted through. I plan to cut back to good metal, buy a footwell panel, have it reinforced then fit. Will clean the drivers side and protect as looks like surface rust only. 1990 200tdi conversion 90

So floor plates out and quick clean, all doesn’t look too bad and happy that the chassis rails look good. I have ordered a galvanised repair kit and will fit with sealant (sikaflex) and rivet.

It’s an MOT fail if footwell is rivetted in - it must be welded in as per original.

Not cutting out all the section just the bad stuff probably about inch. I have purchased a galvanised section which would need specialist welding. The section will give me back the rusted lip. 1990 200tdi conversion 90

It Shouldn't be too tricky to weld. Best bet is to grind off the galvanised costing, weld in and then use a galavanised zink primer before painting.
Oh and you would need a respirator. |

It needs to be properly repaired (welded) as it's within 30cm of two prescribed points, the body mount bracket and the pedal mounts.
Not that it's likely anyone would notice of course. |

Yes, the bottom corner has rotted, I intend to grind back to good metal and weld a replacement plate in there. 1990 200tdi conversion 90
