Nas rear towbar ball to high

Hello my tow bar ball is too high for my caravan, I have a nas rear bumper step fitted and it’s on the bottom holes. Has anyone got any ideas how to drop the towball down lower???
Don’t really want to use a £5 plate of eBay or a noisy multi height drop plate
