How concentric should the wheel rim be to the hub?

I’m trying to locate a judder though the steering. When I rotate my wheels they are pretty much perfect horizontally, less than 0.3mm across 180 degrees. However there is roughly 1mm difference between the distance from the hub of the wheel to the rim (not tyre). Is this enough to make a difference or would the tyre iron this out? I feel like it wouldn’t be noticeable, what does the general consensus feel?

Alloy. I’m measuring the bottom edge of the rim for the vertical and the outside edge for horizontal.
