I tried Exmoor a couple of years ago regarding the same issue and had no joy either. Something to do with the way the seats are upholstered and then the backs covered.
The solution appears to be to buy replacement high backs...... I'm still living with the ones I've got. 1995 300 Tdi Epsom Green - It's a keeper. Wide Track Sankey- In bits- Gone to a new home M0XQS |

I did keep an eye out on ebay for while and then gave up.

You can purchase (in my case) the Denim Twill material...just the foams. 1999 Defender TD5 110
