They would have been set further under the cross member originally, rather than flush with the rear face.
I'm struggling to remember - are the mounting brackets basically steel angle on the underside of the cross member? If so, it looks like you've got them handed the wrong way around. Flush with back of cross member looks better and keeps flap further from exhaust and rear wheels. 1995 Defender 110 CSW
