I wouldn't say it is shocking..... just an accident that many other peope have been close to having. Loads of things went wrong (mainly the fact the woman tied her dogs to the back of a car).

Just a few months ago my brother was driving down a road in my dad's Discovery when a dog ran out into the wheels.... there was nothing he could have done to prevent it.... the worst part is that the dog was on one of those extendable leads... and on the other end was a 10 year old girl who saw the whole thing.... and couldn't lock it off to stop the dog running out.

Call me intolerant and harsh if you wish (and you probably will), but this to me simply highlights the fact that there are some people who are so unimaginative, stupid, and risk-unaware that they really shouldn't be allowed out unsupervised! What level of stupidity does it take to tie dogs to the back of a car, then go away leaving them there without telling the driver. There is simply no excuse at all.

Yet another example of dogs paying the price for the unbelievable stupidity and unsuitability of their owners.

She probably wouldn't have dreamt of tying her kids to the back of the vehicle and leaving them, yet she's happy to do it to the dogs.

Just my view, fwiw.

Thats shocking.

I really think its the drivers fault though, you should always check round your vehicle before driving off, part of the HGV test is to walk round and check your vehicle before you set off, mainly for flat tyres and damage but if you do this then you dont miss what other people have done, sometimes people do very stupid things! Supposing they where children tied on?! The vehicle is the drivers responsibility and any damage done is down to the driver and nobody else. You should always check round your vehicle before driving away, no excuses, no matter how much of a hurry your in. Your life and other peoples may depend on you doing this!
