Door check-strap bolts

I took the front door check-strap off to repair (part no. MWC5018). It is held on by 3 bolts.
The single 10mm bolt now doesn't fasten to anything. Is there a fixing plate behind the bulkhead that has come loose? And how do I get to it to check?
