GMB Mount makes a similar thing. Can be fitted to cargo tracking.

I like that because it looks like you dont need straps to secure cans. It also looks like its lockable?

Even so, it doesnt have enough of a supporting shelf (for lack of a better term) at the bottom to support the weight of a full 20 litre jerry can.

This one has a clever way of dealing with that with the lock at the top to the inner handle:

I don't know where you can buy that particular mount - I think it was designed in the US for Jeeps but with the right fixing it should work with cargo tracking:
