pretty sure it is, the other pic that I have that didn't come out so well shows teh double head lights. Plus, I am almost 100 % that Spanish Military uses strickly Santana.
interesting looking ride though 2008 Defender 110 60 year Edition (sold unfortunately)

It is probably a Santana Anibal ... the spanish version of the LR ... that now goes by the name of Iveco Massif ... Iveco was producing the engines for Santana and displays the brand name on the car now ...
