turbo wastegate actuator

hello went to check wastegate (low power at low revs)tryed to move and found it took both hands to open so i disconnected the actuator to get at wastegate and found it is free . the actuator seems extremely tight and not sure but felt like it actually moved in when i first started to move it so wondering if its holding open. any one know the part number or where to get one thanks
