bpman has prompted me to double check, Sanef may well have withdrawn this from non-French customers but you can still buy with a UK address and credit card through APRR (the eastern péage operator):

I have an APRR tag, payment by credit card and it was working at Easter. I just pay a small charge for the month it has been used in. Thumbs Up
