Air con passenger footwell water leak (Drains are Not blocke

Hi,
So recently my defender 90 2.4 has been leaking a lot of water into the passenger footwell with air con on. It has been dry so it is not rainwater. It puts so much water into the footwell that the whole carpet area is soaked and there is a puddle underneath.

I looked on here to see people report the same problem and say it was an easy fix of unblocking the rubber nipples underneath, so I looked at them and poked around with a wire to disappointingly find that they were completely blockage free.

So my question is, what do I do next? Is it a full dashboard out job as I fear?
