Here in Germany it's not so much "criminalisation" as "strict education". Everyone knows what the law is regarding taking care of their cars and if they break it they may be fined or the car may be seized. It is for the safety of everyone on the road and most people respect this (e.g. most cars have decent tread all year round). Same goes for police cameras - they are there to stop lunatics killing other drivers (and actually very lenient - something like 10% or more). Also the fines are very reasonable, e.g 15 quid for a minor offence. The police are also quite friendly - "we're not machines - everyone drives a bit too fast sometimes" one officer told me at a "re-education evening" (yes, I had driven a lot faster than "a bit"... several times )
As a typical example of the systems here: When you sell a car you HAVE to remove the number plates and take them to the registration office or you CANNOT STOP paying road tax and insurance. Conversely, when you buy a car you HAVE to prove you are insured and taxed before you can register the car and get your number plates. Hence "uninsured driver" = "very unlikely". It can be a little irksome at times but compared to driving in the UK with some of the cars (not just the burned out ones) I've seen there it feels quite safe in Bavaria Tell someone you love them today because life is short. I had my 110 in Germany recently and was very pleased with the way the Germans drove, very good, disciplined, seemed to be aware what was going on. The French also very good, but don't get me started on the Belgians, do they even have driving tests? Since the clocks changed I have seen plenty of one headlamp jobs, fog lights on in spite of it being clear etc etc, it never changes, had two morons overtake me in pitch blackness on a winding country lane last night, one of them (in a freelander 2 no less!!!) came within abouy half and inch of taking me out as the road was so narrow, didn't seem to think they were in the wrong though... 2011 110 USW 1973 Series III 1-Ton 1972 Series III 1-Ton Cherrypicker 1969 IIA 1-Ton 1966 IIA 88" |

Not sure what the issue "in principle" really is. As long as a car has properly aligned front fog lamps, they should not dazzle oncoming traffic at all. Surely not more than the normal low beam. I do understand that many cars have front fog lights (and also front low beam) which are not well aligned, or of poor quality in the first place. That bothers everybody of course. I know what the law says, but I do know that my Hella Comet 550 are of first class quality, are perfectly aligned, and while they give an extremely wide light spread in front of the truck, they will NOT dazzle anybody at all. My Speakers do not dazzle anybody either, but the Hellas even less. I have taken the eyeball test numerous times by standing 50 meters away from the car. Nobody ever flashes at me for driving with my fogs on,........ that is except for some French little Peugeots or Citroëns, but those people invariably belong in the "grumpy old men" category. Bottom line, irrespective of the legality of the matter, I have nothing against people with perfectly aligned headlights and fog lights at any time of the day or night. Start shooting me... My issue is more with people who drive with rear fog lights on in clear conditions at night. Some newer car models have fog lights you could see from space! When you're in a poorly-lit tunnel behind "an offender" at night, not only is it eye-bleedingly painful to look ahead, but when you come out the other end you are legally blind Tell someone you love them today because life is short.

Can't agree more with those comments about rear fog lights. Would never use those unless imperatively necessary, and will turn them off again in areas where fog gets lighter.
Matter of fact my standard SVX rear fog lights falls into that category which is visible from outer space. Interestingly, now that I think of it, in all the years that we live here in the Geneva area, I don't think I ever had to use the rear fog light at all. It is either sunny (mostly), rainy (less often) or snowy (pretty rare) here at the Lake, but never foggy. You never actually own a Defender. The biggest problem with front fog lights is when people use them in the wet. The reflections off a tarmac surface create a lot of dazzle. It's more of an issue if you're lower down, which probably explains you getting flashed from drivers of the likes of Peugeots and Citreons.
Mostly though, it's people leaving rear fog lights on when they're sitting in traffic - pointless and inconsiderate. We get quite a lot of fog in the UK at certain times of the year but the times when dedicated fog lights are required are still quite rare.
