There's a second cable on my throttle mechanism which is currently very slack. It's connected to a half-moon-shaped lever (which is also very loose). This lever pushes the throttle mechanism in the same way as the accelerator cable pulls it.
[For some reason the photo is turning 90 degrees when I upload it so you'll have to turn your head to see it properly - it's the black and rusty bit at the bottom of the photo, or on the right of the photo if you look at it landscape]  Click image to enlarge The cable heads down to a cylinder approx 2" diameter attached to the chassis. The cylinder has a screw at base of it which shows over an inch of thread exposed. Does anyone have any idea what this is? The 90 doesn't have this additional cable but is otherwise identical. is it some sort of damper arrangement to smooth throttle inputs and make it a smoother drive DEFENDER 90 TDCI XS,

I did wonder about some kind of hand throttle / cruise control but the location of the cylinder is very low down on the inside edge of the chassis.
Could it be something to do with the PTO winch? I can't see anything going from the cylinder to anywhere else but I need to get a good look at it and take a photo... Mid Life; Live It! The left hand cable is the normal throttle pedal cable and the right hand cable is a hand throttle, it works by pulling the outer metal part against the throttle pedal mechanism.

Yep, it definitely seems to be a secondary (hand) throttle, but it is activated by a control which is integrated with the PTO winch hydraulics so there's no 'hand' throttle in the cabin. Mid Life; Live It!

I think your correct in that it is a hand throttle but it may be linked directly to the pto Unit so that when engaged it automatically sets the revs correctly to match the pto rather than rely on the operator to try and find what they think is the correct range.
The tube may be almost like a governor so that as the hydraulics take load the engine revs can be slightly increased to compensate. Like everything else connected to it i think if its not causing any issues it is probably best left alone.
