Pre-facelift Td5 fuse box

Am I right in saying there are two unused fuses in the pre-facelift (1999) fuse box (non air-con)? Are these both switched lives or is one a permanent live? I'm not with my 110 at the moment and I'm trying to think through a dash rewire project. I was going to grab the juice from the fuse box rather than routing cables around the vehicle. 1999 Td5 110 CSW
