VW window wiper solenoid 99

I tried to fit one of these earlier today to find that my wipers did not move at full speed and it did not seem to save the delay. I assume it's broken? I then fitted my original one and it works as it should apart from the full speed setting. When set to full speed the wiper moves slower that the slow speed. Any ideas what is causing this? 1999 Land Rover Defender 110 td5 station wagon

is steering wheel stork switch ok or wiring from it to motor

The stork looks ok, it works on the other settings, that leaves the possibility of it being a problem with the wiring. 1999 Land Rover Defender 110 td5 station wagon
