I am not familiar with a 1985 petrol model. If it won't crank it seems unlikely that the fuel pump is the sole issue unless it has ruptured a fuse elsewhere. Disconnect the battery as a matter of priority. Check the battery once disconnected to see what the terminal voltage is and check the fuses this may too give you a pointer as to where the issue may lie. Ideally you need a decent light source and thoroughly clean down and inspect the area carefully you suspect the smoke to have come from, this may reveal your underlying issue. It sounds like either the insulation may have thrown it's hand in and/or you've had a short circuit somewhere?
*EDIT* That is indeed the fuel pump. I didn't think it was initially. Did a bit of Googling.... 
Once cleaned if you have access to an insulation tester or an automotive electrician you/he could carry out an insulation check to see if you have a short circuit perhaps on the pump or even remove the pump and dry run it on a fused 12 volt DC supply to check it? Prices vary considerably....

If your fuel pump has given up the ghost you can replace it using a Facet pump which are produced in the US, i have used these on a Series 3 I used to race and I now have a pair of red tops on my Bowler http://www.facet-purolator.com 2014 110 2.2TDCi XS Station wagon

Many thanks for your response K9F and jomara. I took the battery out and had it tested and it tested fine. Fuses appear to be fine as well. Planning on having it towed to my mechanic this Friday, but will pick up a fuel pump in advance just in case it is the culprit.
jomara - Would you have to know the specific model# that would work on my 85 D90? |

The 'Facet' one is the fourth one down in my link.

The info I have on the fuel flow required for standard V8s shows:
3500cc V8 Rover engines 113.65 litres / hour 25 UK Gallons / hour 30 US Gallons / hour running around 4 - 5 PSi Hope this helps. 2014 110 2.2TDCi XS Station wagon
