Don't forget that there was the genuine NAS step, sold in North America which had a 2" receiver, and the "NAS style" step, sold in the UK and elsewhere with hybrid BS ISO 1103:2007 / BSAU24 mountings. I think that there are aftermarket, possibly OEM, versions of the latter I' not sure about the former.

I can't tell what the OP has picked up cheap, but it could be anything.
