Proper fix - new wheel arch from someone like YRM, this will be a lot of work.
Improper fix - a couple of oversized aluminium plates 2-3mm, one on top and one underneath, bonded with suitable PU adhesive (rivets too if you want to be belt & braces) then bolt seatbelts back through.1990 Defender 110 200TDI Camper - now converted to Td5 power

The aluminium alloy panel that has corroded is not part of the vehicle structure and does not support the seat belt. It probably shouldn't have a bearing on the MoT.
The supporting steel structure (the brace to the rear cross-member) is the only structural part of the seat belt system.
There is no engineering reason why you couldn't bond an aluminium plate over (or instead of) the corroded area. You may need to have a conversation with the MoT tester if the tester is unimaginative though.
