Gap between turbo and downpipe

On my TD5 turbo to downpipe, there is a noticeable gap when the new metal gasket is installed and torqued. You can see light through the gap. When I removed it previously, i used a wire brush / die grinder to lightly remove the old rust and crud from the flange surface.

Is this normal? The metal gasket has a raised lip in the inner diameter.
The gap appears the same on all 3 studs/corners, you can see the same amount of light. It's the original turbo and original downpipe. It seems to not want to close the gap regardless if I use an excessive feeling of torque on the wrench (I don't want to go overboard and break something)

For reference, I removed the gasket but the downpipe flange would still not close the gap to the turbo flange with reasonable torque.

This is a restomod so I'm nowhere near ready to start the engine.
