Water temp, Oil Temp and fuel level on LIGHTWEIGHT

I am the happy owner of a ex-dutch army 1979 24V FFR twin tank, LHD 2.25 diesel.
No voltage regulator on this model.
The cluster including water temp, oil temp and fuel level do not work, always read ".
just replace fuel gauges, and both of the LUCAS switches on the changeover tap. Minimun fuel level light is OK for both tanks.
I supposed that the cluster housing is earthed, because the lighting is working correctly.
The cluster housing is earthing at each securiting bolts. The oil and water temp gauges are not earthed directly.
Has to be 24V connection each gauge?
Your help should be appreciate.
