Is there any other options for making a cargo area on top of the rear wheel arches??

Open to any other ideas but need to leave the central area free due to older dogs, etc so its already a high challenge for access

Yes looked at that as well but not as useful for shopping the bags, etc.....

As for making something then yes may look at that also
Are there any suitable existing fixings that can be easily used as don't really want to be drilling my truck??

Once you've had a panhard rod bush go, you won't ever want to repeat the experience ! 😁
