Ex utilities spec vs Ex environment agency 130s

Hi looking at changing my ex western power single cab 130 for a double cab version. We now have a daughter and need more seats !

I have seen a few ex environment agency vehicles advertised and wondered if they are built to the same specs as the typical utility version with teflon coated swivels etc ? Or is that something the power companies retro fit themselves ? Are there likely to be any other differences? On some of the adverts for the ex utility specs they mention extra heavy duty chassis? Is this true or are all puma 130s really the same
If any one can shed some light on this It would be a big help.
