TPMS and new wheels

I've been looking for a set of 6011 wheels and tyres.
There seem to be quite a few available with very low miles and are 'take offs' I presume when others have changed their wheels.
Most however seem to be without TPMS fitted and sellers are offering this at an additional cost (around £100)

Would this be normal to take out the TPMS and fit to replacement wheels and tyres ? Difficult to tell from pictures if tyres ever been removed from wheels

The sellers use the TPMS sensors in their replacement wheels or take them out to make more profit from selling them separately………….
