Yes it does.

Unfortunately it does not say "1961 SIIA".

The year 1997 has some relevance. I can't quote word for word off the top of my head what it is, although I read it somewhere recently, but it's something to do with changes made before 1997 are acceptable. I have a 1973 S3 that I bought in 2014. It has a Rover V8 and auto box amongst other things. In the sale description it specifically stated that all changes were made prior to 1997. Currently sorned for quite a while now [it's on the list of things to do]. It has historic tax-exempt status and presumably mot-exempt now.
