Middle row seat belt issue

Hi

not sure what SWMBO did yesterday but she had the middle and nearside seat folded down and then pigged around with the baby seat on the offside seat

when she put the seats back up the middle seat seat belt is stuck in one position, it will not retract or pull out

not had chance to have a look as it was dark by the time she had told me

any pointers greatly appreciated
