Not strictly true, but it is rare that laws are applied retrospectively.

One example, time was when you could have wipers without screen washers, now you cannot. You can have neither or both but not just wipers.

Out of curiosity (and to reduce the risk of making a fool of myself) I have just checked the C&U regs.

Every vehicle that is required to have a wiper must also have a washer (with four exceptions: an agricultural vehicle first used before 1 June 1986, a tracked vehicle, a vehicle which cannot go faster than 20mph, or a vehicle used to provide a local service as defined in the Transport Act 1985).

Every vehicle fitted with a windscreen must have "one or more efficient automatic windscreen wipers, unless the driver can obtain an adequate view of the road to the front without looking through the windscreen."

The question of obtaining "an adequate view of the road to the front without looking through the windscreen" is an interesting one, since there is some ambiguity about this. I believe that the test criteria are now that it must be possible for the driver to do this without the use of tools and without leaving the driver's seat. For example, the 1938 Bentley I used to own had no washers, and although it had wipers they were not legally required since the driver had a crank handle that opened the windscreen. If it rained, you could in theory do this. However I have once had an MOT refused for no washers on a Series 1 80" soft-top on the grounds that the windscreen could not be opened without first removing the soft-top therefore failing to comply with the C&U Regs. The fact that the 80" had only a single wiper wasn't an issue, but it needed a washer.

Generally most vintage and quality PVT vehicles have opening windscreens which will allow you to have neither wipers nor washers if you wish. If legally you do not require either, then you can have one or the other or both if you wish, but if you have them they must work, and, in the case of the wipers, they must be "automatic", i.e., powered, and "efficient". Quite how the latter is defined is not clear.

Fortunately for us Defender owners there is no legal requirement for them to be reliable.

I would question whether the wipers on a Defender are "efficient" especially where snow is concerned It is not a Defender, it is a One_Ten
