The part framed in red was added as of MY2012 and I think it corresponds to what was added in the bulletin.
I added wire cross sections in red. Note there still is a "thick" 2.5 going to the relay 117 - for "historical reasons"

The biggest problem I see is that the current is still all going thru the dip switch.

I'm doing mine (2001 Defender) now and am using the main switch and dip switch to switch 3 new relays to run the lights. One for the parklight (sidelight to you British folk ) circuit and one each for low and high beam. All relays will be switched by the vehicle switches.
The hardest part is getting a high current cable to the fuse box in the cabin!!
