You should be able to get an M16 tap on eBay for less than a tenner, but you'll need to know the thread pitch as there are a few options.
Someone on here will know the pitch I'm sure, or you can probably get the pitch from the spec of the bolt.  |

If you have an angle grinder you can make a chaser by cutting a slot along an M16 bolt with a thin (eg 1mm) cutting disc.
Threads are standard M16 x 2mm pitch (coarse series). |

+1 for the DIY version, run 3 or 4 notches up and down a bolt will do the job. Doesn't work so well for cleaning up corroded threads but it's fine for cleaning general cack out and much better than forcing a bolt in.
The two lower bolts are M16, the top ones are M12, if you don't already have a reinforcing plate then I would get one. I wouldn't put a tow hitch onto a late type (post 99) chassis without spreading the load between all the bolt holes including the ones on the bottom of the crossmember. |
