I would start with a respray, this alone will transform the look of your defender and make it look fresh. I would then do panoramic glass and wheels to get the outside up to spec then focus on the interior, starting with bulkhead removal

I can't help you with the wheels but definitely start with the respray as it will stop any further damage being caused by the deep scratches and the paint will need doing before the panoramic Windows if you want a good finish. Ray
