Apologies this took so long Christian. Actually hope you have sorted this by now.
Each pad (base or seat back) is showing a resistance of 3-4 ohms, so 6-8 ohms total measured from the connector under the seat base.
Not as easy to get to the connectors as I first thought, this was my solution;

Something that also occurred to the wife and i whilst chatting about the heated seats on a long cold journey the other week is that the heat emmited from the pads does seem to fluctuate. I assume that there must be a thermistor or thermocouple hiding away in the pads that controls the ouput and has an upper and lower limit. Perhaps this is the cause of your issues...
