Waste oil burners

I noticed this tonight about waste oil burners being clamped down on in garages and workshops. It allways seemed such a sound idea to dispose of waste oil from vehicle services in a way to cut down heating costs but it seems that sensible ideas like that are now going to be taxed quite heavily.
I wonder where the revenue that could be collected will go to?
